TPM World Standard Arrives- PAS 1918 for TPM

Not exactly an ISO standard, but almost there! At the request of JIPM, Japan, the British Standards Body has published a PAS (Publicly Available Specification), which is a little short of being an international standard. This standard, is termed PAS 1918:2022-Total productive maintenance (TPM). Implementing key performance indicators. It is issued in July 2022. It fills out a dire need to have some universally accepted concepts, metrics, and implementation strategies for applying TPM to the industry.

The need for the standard comes from the fact that each industry was following the methodology given by their external consultant, called Counsellors. These counselors depend heavily on their past experience in their own industries where they did implement TPM. As the companies are various and each company is different, the TPM concept itself was different in different plants. Even the counselors from JIPM could not resolve differences, as they have their own individualistic version of TPM.

As you are aware, Total productive maintenance (TPM) emerged in Japan in the early 1970s as a maintenance system for maximizing production efficiency in the automotive supply chain. Since then, its popularity has spread across many other manufacturing industries. Even process industries also have tried to adopt the concepts and created their own version of TPM, suitable to specific needs of process plants. From its beginnings in Japan, TPM quickly grew. Over the next half century word of its effectiveness spread, resulting in its much wider adoption globally and across many different industries.

Problem was that while numerous organizations have adopted the TPM approach, they’ve not always done so correctly. Now PAS 1918:2022 has been published to supply authoritative guidance on how to implement TPM.

It gives guidance on the concept of total productive maintenance (TPM) and the key performance indicators (KPIs) that are relevant to implementing it. Guidance is provided on TPM for manufacturing plants and equipment.

Written in consultation with the JIPM Corporation, a co-creator of TPM, this standard sets out a definitive approach that can help manufacturing and process industries:  

  • Adopt a consistent and standardized approach to TPM

  • Improve productivity by seeking zero disasters and zero failures

  • Enter new markets and supply chains

  • Improve process efficiency

  • Improve risk management

Total Productive Maintenance (TPM) can yield strong results for the manufacturing organizations that implement it – except when the implementation is wayward. Usefully, a new standard has been produced to help organizations adopt TPM in the correct way, as this blog post explains.

At this juncture, BSI has now come up to solve this situation. BSI worked with The JIPM Corporation, which is considered a founder of TPM, Its work has produced PAS 1918:2022 Total productive maintenance (TPM) – Implementing key performance indicators – Guide.

Some of the features of iSO-2018-2022 are as follows:

  1. It defines basic concepts of TPM that avoid confusion prevailing in the industry. Various consultants have their own definitions and understanding of terms. The standard promotes common parlance all across the industry.
  2. It defines Metrics that show the progress and achievement of the TPM campaign in a company. It offers a common platform to compare the achievement of several industries on a common platform and provides a way forward in terms of what more is to be achieved.
  3.  Written in collaboration with JIPM, which has systematized and spread tPM concepts all over the world. Therefore, it provides authenticity.
  4. Consultants can objectively assess and discuss the progress of TPM and can tell the industry what else is needed to be done.
  5. It is a stepping stone to a wider world standard like ISO, which will have acceptability around the globe. A more professional approach is possible to be adopted in Industry.
  6. It can be used as a training tool for enhanced understanding and learning of the TPM concept, thereby reducing dependence on external experts and consultants.
  7. With this standard, it is expected that more industries would be interested in the concept of TPM and will implement it.

BRIEF INTRODUCTION TO THE CONTENTS OF THE STANDARD

1. SCOPE

This PAS gives guidance on the concept of TPM and the key performance indicators (KPIs) that are relevant to implementing it. Guidance is provided on TPM for manufacturing plants and equipment.
The PAS is relevant to any organization in the discrete parts manufacturing industries and process industries. It is intended for persons involved in the operation and/or maintenance of plants and equipment, or persons working in the manufacturing department, the quality department, the maintenance department, the production department, the supply chain, etc.

NOTE 1 This PAS sets out the basics of TPM as described in IATF 16949 for companies seeking IATF (International Automotive Task Force) certification, and does not preclude the expansion of the scope of application or the introduction of new technologies based on these basics.

This PAS does not cover specific issues with the lean manufacturing method and JIT or TQC.

NOTE 2 This PAS has adopted gender-neutral language; specifically, using the term “worker” instead of “man”.

 The new standard is welcome to the industry. It meets the long-felt needs that every TPM practitioner needed. The only drawback I find is that its price is a bit high. It’s around 270 Euros, which is out of reach for many professionals in the industry.
